Trouble Embossing from shape.

Hello. I can't seem to emboss outwards from a shape. I can engrave/cut into the face but can't "extrude" if you will. I get this message when trying:Emboss Message.PNG

 

 

So see I can cut without any problems:

But I can't do the opposite. The profile is completely closed with no issues:

Anyone know what I'm doing wrong?

I can do it in 2017, though the ends don't quite meet up cleanly.  But as simple as this geometry is, I would try to precisely sketch (and fully constrain) one segment, emboss it, then circular pattern it.  How thick do you need the emboss to be?

I'm trying to make it 1mm thick. So when you say make the sketch one sketch do you mean connect everything so that it's one profile?

No.  You've got a repeating pattern in your sketch, so I'm suggesting you fully define one repetition of that pattern and emboss it, then pattern that feature.
