That's called a lug.

You can make it like this.

The drawing lacks details but interpreted it 50 for the inner and 50 more than the inner for final edge

Heres a quick render:

Essentially follow the dimensions, then for the round do a 50mm and a 100mm concentric, with a centre 240mm above the base line. Draw lines from each side then set tangential to circle and trim. Then extrude.
