STL - Convert to Base Feature failed

I've tried it in Inventor 2016, with no luck.

Looking for the cause, I opened the STL in Rhino5, and saved it again as STL from there. This file loaded back to 2016 could be converted to base feature.

Only a hint for development. Initial STL file is attached in Zip.
