Space around dimension number with note below

I have a long note below a dimension, which clips the line around the dimension number (orange in the pic).  I want the lines to be around the top line where the dimension is, like the green lines.  Is this possible?

Use Style & Standard Editor.

Not what I'm after.  I still want the line to break around the number, but only as wide as the number and not the text.

Like this:  (I just added a note below the dimension to show this-not a solution.)

I don't think that's possible.
