Rotate with reference point

I need to rotate in a sketch ,a circular pattern and align it to another concentric circular pattern.
So i cannot work with degrees.
Normally with autocad i would do it with rotate-reference point in which you define the center point
But then you also define the point that you control and then snap it wherever you want.
I cant seem to find something like that in inventor!

If possible, place your file and show in the picture what exactly you want to get.

You can put any required size in the thumbnail and then use it as a reference in another pattern.

So i need to rotate clockwise the smaller circular pattern and align point A with the directional line (point B)  as shown in the picture.

In autocad this would be possible with the Rotate-Reference command.

Don't fix the base element of inner pattern (you will have 1 degree of freedom).

Then draw in sketch (as construction lines) lines, necessary for aligned and use parallel constraint.
