Problem bending a pipe in two planes (bending a bend)

I am trying to bend a part which I have created to model a copper heat pipe. I have selected the maximum common bend radius  of 12mm for all three bends.  I can successfully apply the 12mm bend radius to the first bend at (122mm, 12.2mm).  and the last bend (41.819mm,80mm). However, when I try to bend (12.2mm,41.819mm), I cannot selected the 12.2mm path and so cannot bend it. What can I do to make the bend successful?  I have  attached the part.
