This part refuses to extrude (except for the two lower circles). Each of the separate areas has to be extrudable separately (and all together). I've looked for lines not joined (tho' my eyesight is not what it was when I was 15☹️). The sketch is fully constrained.

I recommend that you not do that in versions of Inventor before 2020.
You can create the lines and add Symmetric constraint, but do not use Mirror.
