I can't find the reason why this occurs.
Sometimes this is due to a "lost" sketch point or other element forgotten far from the main geometry, but in this case, i can't find some "lost" element.
I believe this is happening due the translation between cad softwares.
You can set a new Home position:
Zoom the part as you need as Home position
RMB the cube and select fixed view.
To access to this view, click Home, instead of using zoom all.

I am not at my Inventor machine, but does the import pass quality check?
Right click on the body in the browser and select Repair.
If that doesnāt work I would go to Construction Environment (normally hidden by default), Unstitch, run another Quality Check, Stitch, run another Quality Check and Promote (once everything is repaired).
I assume the geometry is at the Origin.
@CCarreiras has probably already done all of this and found nothing obvious.
The file you attached is Inventor 2017 format, so that's what I used.
The part is centered on the origin and all faces and bodies passed quality check. When I followed @TheCADWhisperer's advice and unstitched and then stitched back again, the problem disappeared.
Update: the repaired file is attached (2017 format).

Hi! I am not sure I see the problem. The graphics does look choppy on open. But, it clears out when I rotate the view. The body checks clean. I don't see any issue. This could be a graphics artifact. Try Manage -> Rebuild All. Does it work better now?
Please make sure all critical Windows updates are installed and the graphics driver is updated.

In Application Options > Part, select Enable Construction Environment (you may need to re-start Inventor after this).
In the part, click on the Copy Object tool (3D Model > Modify panel), select the part, then set the Output to Create New > Group:
This creates a new group in the Construction folder, which you will now see in the Browser.
