Not entirely; Fusion has the ability to use MMB (middle mouse button) as rotate like SWX.
Also, comparing to something like AutoCAD is a questionable comparison. AutoCAD is mainly for 2D, so it makes sense for the MMB to perform a 2D camera movement (Pan). But Inventor is a 3D software. It would make sense for the MMB to perform a 3D camera movement (Rotate). And it does... in SolidWorks, Creo, Solid Edge, SketchUp, Fusion, etc. etc...

This does not work well. It causes unfavorable regressions in other behaviors associated with the MMB.
Regarding the underlying code, Shift+MMB is Orbit in the Inventor part/assembly environments, but it's Pan in the drawing environment. So this gives some hope that maybe the MMB bindings aren't entrenched too terribly deep in Inventor's code, and providing customization for the MMB action may be feasible.
