Please see the attached images and CAD files.
I need to mirror image extrusion 5 to Facedraft 11 about yz plane ( that is bottom side)
Then again mirrior image to otherside about XZ plane.
It not working properly with face draft. Is is bug in inventor 2020.
Is there any better way rather than face draft ?

No, it is not a bug at all, and it is a case that mirror feature continue to leverage the parent geometry which lead to such kind of behavior which is an user error case for me.
Look at below image, it show that your fixed plane is the blue one and the mirrored draft feature continue to respect the blue face as it's base geometry and build the mirror draft feature on top of that plane as well, you have to modify to a more neutral plane such as XZ plane for draft 3, YZ plane for draft 4, 5 and 11.

Sometimes working with body combinations is easier. I've suppressed several features, but they can be deleted as well.
