Linked parameters not updating part/assembly

I am trying to update the attached part using linked parameters from the attached Excel workbook but the update button does not light up after I save the workbook or even after I save upon closing the workbook. I am having the same issues with an assembly in which I use the same workbook and the part attached. Could someone please indicate the reason for this? Thank you

I don't know which Inventor version you use. Maybe this was added in the newer versions, but my old IV 2015 doesn't know an unit "%". I'd suggest to divide the number by 100 and use the ul unit instead.
