Inventor Nesting - Not all Parts Rotate

Hi There,

 

I just recently started using Inventor nesting.  I'm nesting supports for my Laser cutter - and can't seem to get it to rotate more than one part so that the nesting could be more efficient.  All parts are set to rotate 180 degrees.

 

Any Ideas, anyone?
