Inventor drawing error

One of our inventor users is getting the attched error. What could be the cause for this ? & how to come out of it?

The most obvious question, "Does that file exist in that location?"

Your title states "drawing error"

are you sure this isn't in the modeling or assembly environment rather than in the 2D drawing environment?

Are you using shaded views in 2D?

Are you using Realistic Visual Style in part or assembly environment?  If so, what happens if you switch to Shaded or Shaded with Edges?

It looks like the path is incorrect:

C:\Users\Public\Documents\Autodesk\Inventor 2015\Textures

Corrupted file maybe...  If the files exists there then try copying it from another install and overwriting it. (attached here as well).

Mine are located in the same location.

What is that user doing when (s)he gets this error?  Chrome.dds is one of the reflection environments that you choose in the Application Options dialog box (Colors tab).  That path matches what I see on my system, by the way.
