Can anyone explain the difference between "simplify" and "create simplified part"
to me they both seem to do the same thing, Converts an assembly to a part file.

Correct! They are both identical in functionality. They both use the same underlying technology to take all the components of an assembly and derive them into a single part.
Create simplified part is a basic command which just gives you the option to control the output body type while Simplify part gives you greater control of the output body. Think of it as "create simplified part with options".
If you just want to push your components out to some part file and you dont really need to control features, then "create simplified part" is an easy command. But if you want to control what gets simplified, "simplify" is a better option.
