If I create a new file ipt from quick access bar the units is different
To go along with mcgyvr posting.. Which template are you using per image #2. Image #1 will always use standard.ipt. I notice in image #2 you have standard.ipt and standard_.ipt. So which one are you selecting?

You can set which template you want #1 to use.
Tools>Application Options...
You can go a step further and delete all templates you never use and set the Standard templates exactly how you want them as default.

you select QNew button new Drawing is is open Standard.idw file but you open standard.dwg file
Units of these files may be different
you can control these file units
