The nice thing about rotating views with arrow keys is that it's incremental, and restricted to a particular axis of rotation. For me, a big part of the development process is SCREEN shots! Never mind drawing views.... I'm part way through a design and I want to ask 5 people their opinion, and 2 are in another state. I can precisely rotate a view off of head-on to give just the right perspective on something that might be at a particular angle. It's a maneuver no 3D mouse can accomplish.
I'm not sure how to do this with arrow keys, but I'm able to do this by going to the view menu > Navigate Panel > Orbit Dropdown > and select Rotate at Angle. This allows you to rotate around 3 axis' and you can input any increment angle you like. This method works very well for me when setting up rendering views, as well as drawing views. Hope this helps someone.
