How to rotate a part about a point in an assembly

I am trying to rotate a part in an assembly about a pivot point. 

I have tried using Free Rotation, but I can't figure out how to change the pivot point from the center.

You can't really get what you want with Free Rotate.  Try using the Grip Snap function instead.
