Couple ways, You can use the BEND PART command. This requires you to make a sketch and a line to bend about.
Are you always wanting to start with the flat sheet? Or would you like to make different diameters and then flatten to see the length needed?
You could start with the profile and using sheet metal commands use the "CONTOUR ROLL" command. You can enter in the side you want the thickness to be and what degree of rotation:
