How to do a smooth section between two levels

Bit new here; Sorry in advance,

I am designing a table and I'm designing a foot cap, so it dont damage the floor,

I have 2 cylinders, one 10mm diameter, 10mm high and a 5mm diameter, 5mm high one on top as a part, my question how do i transition between these two levels in the part

I believe I know what you want; there are 2 options, one is loft be selecting the 2 surface and rails which gives a smooth transition.

The other option is revolve which only works if you have a circular surface, you can make a frame and revolve around an axis
