Frame analysis factor of safety equation

I know frame analysis will not directly give you a factor of safety.  Using the formula FOS = Ffail / Fallow  can we determine the FOS by dividing the yield strength of the material by the normal stress smax number ?  I'm tagging @JDMather  here hoping he can give me some direct help.

FoS=Sy/Smax
