Finmding the 'Design' tab

I have a feeling I have travelled this road before, but I am at my limited wits' end.

 

I want to design a worm and gear transmission.  Everything in AI Help tells me

Trouble is, I can't find a 'Design' tab.

 

Is these something I have to do before the longed-for 'Design' tab appears?

The design tab is only visible when you are in an assembly file, if you are in a part file you won't find it.
