Well- I didn't use the uninstall utility only the windows uninstall and my UAC was jacked up too (lowered now). I discovered that I had remnants of RogueKiller antivirus still installed so I removed that, turned off MS security essentials re-ran the IV2017 installer and it did proceed through the installation of inventor until it had to install the language pack and there I got the same missing file error as before ... then the entire install was backed out by the setup program.
I am now re-unpacking the install files "run as administrator" and am going to try again with UAC turned all the way down.
Once I get the IV2017 installed I think the UAC thing might be the fix for the original problem.

The installation of Inventor has provided to be "tough" for many for some reason..
Personally its always worked fine for me but I know I have proper permissions,etc... and usually always turn off UAC and Virus software (but I've not enough times and never had a problem either)
