how I can make this settings as default?
1) Toggle Label Visibility - ON by default
2) Add <DELIM> to default View Label

In your template, Manage Tab > Styles and Standards Panel > Styles Editor. Go to your current standard > View Preferences, then:
Afterwards, save and save to the styles library. Making sure you have read-write access to the styles library of course. As for the "Delim" is this a custom drawing property?

There's no documentation on <DELIM> in the Inventor help KB, this is the only thread that comes up when you search it. It looks it allows you to do this. I'm sure there's some clever uses for it, but I wouldn't know as I've never come across it, and my none of my textbooks or reference books talk about it, or even mention delimiters.
A quick look through my drafting text seems to indicate that its mostly used in civil drafting? I'm a mechanical designer🤷
