In the past I worked with concrete forming systems, but it's been many years ago. Do you want your block-out to be a separate piece (is it a foam insert? or some other type of insert), or is it manufactured into the forms?
Here's a quick video showing how to use the fillet tool to add corner setbacks. I think you'll want to use that tool, in one way or another. But more information would be helpful.
Can you post some example files?

Here is one more video that might answer your question more directly. This video uses the Combine tool to cut the corners from the work piece, using the form as the cutting tool body.
Your geometry is different, but the methods will likely be similar.

It took some time, Clarissa. But let me try to explain:
- During my attempt, I noticed, that P1 and C1_modified 1didn't match good enough at the contact zone. I made some changes to the initial bigger rectangle of the starting loft of P1, and the cutting circles for the side faces. Variable fillets were re-applied, too. (P1-WH.ipt in attachment)
- After that in the IAM, I edited C1_mofified1. With Copy object, geometry of P1-WH was added as separate body to C1_modified1. Upper zone of existing C1_modified1 was boolean combined with lower zone to a common body, same was done with the copied geometry.
- Then, with this common body, another Copy Object operation (surface option this time) copied the shape of the variable fillet as separate surface. this surface was extended versus the bottom. Problem was, that this surface did not fully come through the existing body. It couldn't be used for body splitting, but it was good enough for splitting of the plain surface.
- Now, sketch on the plain surface, and tangent between the splitted edge and the existing outline of the face. Endpoint of the tangent is tip of the red zone
- After that another sketch on the face orthogonal to the last one, and projection of the existing shape. This curve is too short and must be extended by a spline between it's end and the projected tip point
- Now three faces can be split. 4 small pieces were deleted and replaced by a boundary patch. Don't use automatic selection, but manual selection. Apply tangent transition for two lines, but at at the first split.
- For better look, delete the first split face, and re-apply a new boundary patch.
- Stitch the whole stuff, and done for a single transition.
- Try the next one by yourself, following this description.
In real life, you're better of by splitting down now to a single transition, followed by two body mirrorings.
