If you are talking about the libraries (the .idcl files - or .mdb if using Vault) - No.

If you have already placed parts from those custom libraries into an assembly, then open the assembly in "other CAD" - then yes (because they are treated as simple part files).

You can export the Family table as Excel - then providing other-CAD supports a similar format for custom libraries, import that Excel table.

To export the table, you need to:

  1. Open Content Center Editor
  2. Select the family you want
  3. Edit the family table
  4. Click the Excel icon - then copy and paste the data to your new destination.

Remember that the "Content Libraries" are not part files.  The "Library" is the list of parameters and metadata which define how the parts is built.

From the wording of your question, I think this will be very hard work.

It might pay to employ your reseller to assist.
