Creating a line in a drawing template from title block to border

Is there a way to draw a line in my custom drawing template that connects to the border and stretches with each sheet size?  It would be easy to do parametrically if I could project geometry.  Is this just not possible?  I want to create a title block that extends vertically on the right hand side of the drawing.

OK, I found a way.  Rather than create a copy from existing and rename, reset up etc.  Draw a new one from the manage tab.
