Can't figure out how to use Draft tool

I'm supposed to make a technical drawing from this electronic throttle switch lid but im having trouble making the 3d model first. I can't "connect" the base with the top of the lid. I tried using the Draft tool but it didn't work out as expected.

Obs: English is not my first language, I'm sorry if it is somewhat hard to undestand what I mean. I hope the pictures help you understand what I'm meaning and I hope someone can help me 🙂

Your English is excellent... I understood you very clearly..

 

You want to use "Loft" not draft..
