What version of Inventor are you using? 2012? 2021? 2022?

I recommend starting by going through the built- in Tutorials.

Of course you can. 

That should be a rather simple task for even a newish user.

The better your training/learning ability the better the outcome.

If it's made of plastic, then it will be a lot of work and intermediate-advanced skills will be required.

If it's made of wood, then you can do it with beginner-intermediate level training.

But if you want to make different sizes and different types based on patterns, then you'll need advanced skills.

The key, IMO, is getting to know how the basic functions of the software work together, and then establishing a work-flow for each kind of work that you do. That takes time behind the screen using the software in all kinds of scenarios. I'd say 6 months of hard work will get you started, and then maybe 1 year of a variety of work will get you to intermediate-advanced level. Like my friend says, your experience can be 1 year 20x, or it can be 20 years @1x each.

If you're new to modelling, start small. 

A lot of people see software like Inventor, skip the tutorials and start trying to draw a car or something really advanced.

You'll just hit loads of brick walls, get frustrated and waste lots of time. 

In answer to your question though, you can design pretty much anything.
