Border Template will not scale to new paper size

Hi,

I have made a new border template in ANSI B paper size. I have tried to dimension my border correctly by referencing the corners of the page, to allow scaling later on. I have also added in some small grid line markers as seen in many templates; as I wanted these to scale with the paper size, I have referenced these dimensions to the driven dimensions of the rectangular border. For example, the top of the border is (16) in and the dividing squares are 1/8 of this. I was hoping this would work when scaling and I have tried multiple paper sizes without success. The error that comes up is below: 

" Edit Sheet Properties: problems encountered while executing this command.
The selected geometry could not be moved. Check Constraint Settings for Sketch Edit Tools."

When I manually scale it by increasing the edge offsets this works so it should not be a constraint issue. I am aware I can just copy and paste this over without too much hassle but since I took so much time doing this I would rather it work correctly. I have attached the file below please ignore the naming.

In summary, I would like this border to work on all paper sizes. Thanks in Advanced,

Hi James,

 

The auto-scaling behavior requires Zone Border. Is Solidworks Border a Zone Border or a regular Border?
