Yes, but I usually keep a few releases back in case I need to work with someone that is stuck in an older format. If you need the hard disk space then you wont hurt anyhing by uninstalling older versions.
Yes. I always leave just the previous version. So, if i'm using 2012, I would uninstall 2011, then install 2013 and leave 2012 on the computer until the next release. That makes the transistion for my users pretty easy and keeps the computers pretty clean.
