Assembly with Rotational joints placed in another assembly, Joints can no longer be locked or un locked

I assembled parts with rotational joints (Assembly1). I can lock and unlock the rotational Joints just fine. I placed said assembly (Assembly1) , into another assembly (Assembly2) of the room I am designing Assembly1 to go into. However in Assembly2 I can no longer lock or unlock the rotational joints for Assembly1. They have become grayed out.

 

Is there a way to fix this or do I need to assemble, Assembly1 in Assembly2?

Have you set the sub-assembly as Flexible?

 

Can you Attach your assembly here?

Not sure what Sub-assembly is but the assembly2 is set to flexible. Can't share files do to propriety concerns.

I am unsure what it means to "package the entire project" if you mean pack and go, I have tried that and for some reason the Start is grayed out.

Can you make up a simple dummy assembly that exhibits the same behavior?

I have an example now to use. "Piovt Support.iam" (Yes I know its Pivot) Consists of "Pivot Cube" and "Pivot plate 1" and "Pivot Plate 2". "Pivot Plate 1 and 2" are designed to rotate so your free to choose any angle. "Assembly2.iam" is just a piece of 8020 I have constrained "Piovt Support.iam" to. "Pivot Plate 1 and 2" will no longer rotate unless I rotate them in "Piovt Support.iam". I want to be able to rotate "Pivot Plate 1 and 2" in "Assembly2.iam"

Parts need to be attached with assemblies, as assemblies are just containers for linked components. You can place all files into a zip file at attach here.
