Angle constrain and Mate constrain

I am able to stop bracket rotating by using Angle constrain. But when I tried to Mate XY plane of origin with the XY plane of the bracket it didn’t stop bracket rotating.  

 

What is the reason for that?

Both are XY planes, this would be no different that placing a cup on a table. The cup is mated to the table, so it can't move up or down off the table. Nothing is stopping it from sliding on the table or spinning on the table. An angle constraint on the table only stops it from tipping over.

 

An angle constraint with the arm (three hole face) and the lower base (two hole face) would stop the arm from rotating.
