0's in chain dimension

Like Mike, just guessing without the file to look at, but my best guess is it appears to be a "0" dimension because it looks as though there are leader extensions on either side of the "0". I will bet that you can drag the dimension. and relocated the extensions
I also think it was a dimension that came from the center of the protrusion to maybe an edge and because all of them are the same, a reference point was lost and it defaulted back to the center. Thus the "0".

It looks like they recreated it each time on it ...
I'm missing the IPT ..but looking at the file, you have a chain for all of the 481 / 360 / 360
then they came in and put a zero dim in manually.

Looking at the drawing, my assumption was right. Just a dimension that can be deleted.
Not sure how it got there or how it was created, but I go back to my original point about it being a dimension that came from a different lost reference point.

I also met this issue and during tests and trials we notice that when you Right Hand Click > Continue and hover on FIRST placed point then the dimension change into proper one.
...more then, it seams that it is a FEATURE not bug. It switch between vertical(horizontal) or Aligned placement.
