Revit Licensing error on startup

User has static license, Revit 2019.  Why is he getting this on startup?

We have work to get done TODAY, but customer support isn't available, and I have to schedule a call for EOD, this type of thing is not really acceptable for professional software that comes at this price point.

Hard to say but I would guess there is a problem with the license.

Maybe something is amiss here:

He couldn't even open the program to get to the about page.  

He reinstalled AutoCAD and that somehow solved it.
