Revit 2021 transfering license

I want to move my license to a new desktop. The product is Building Design Suite Premium 2021 which was on maintenance until autodesk retired this. I chose to keep the perpetual license rather than move to subscription. I have been using the License Transfer Utility (3DS Max) which until February this work worked OK when I moved it to a laptop for a month then back again. The LTU runs OK until after login the application hangs. This persists on both current desktop and laptop where its installed under the same license (but not used concurrently)

What is the solution to moving my license?

Try installing it and activating it manually

The License Transfer tool shouldn't be needed ( and has issues with W10 and W11) ..
