After weeks of browsing through forums and implementing solutions as well as talking to representatives, I have reached the conclusion that there is no available resource on tackling the issue with licensing. I am running Windows 11 with an Iris graphics card. Every driver is up to date, AutoCAD software is up to date, no conflicting 3rd parties installed, anti virus turned off, plus many other solutions are in place...... but still, I can't get the AutoCAD desktop software to start for the first time because the Welcome/Licensing screen goes white and the proverbial error message, " The License manager is not functioning or is improperly installed. AutoCAD will shut down now." pops up. Any idea when Auto-desk will update their Licensing mechanism to be compatible with Windows 11 running on Intel 8th generations and higher? What's even annoying is there is no option to get the AutoCAD 2019.
The Iris has been an issue long before Windows 11
About the error:
However I'm running 2 PC's with Windows 11 and various 2021 - 2023 Autodesk products without issues.

It's also not Autodesk responsibility to work / run with EVERY video card / PC build out there. That'd be impossible.
Bless, thanks for confirming the Iris issue. It supports my suspicions.
Of course, it's not Autodesk's responsibility to be compatible with new generations of graphic cards on new generations of Intel processors. Your statement is helpful.
The issue too is they tend to be integrated and a lot less powerful. So if you have some complex files / bigger files, it'll bog down.
It's not saying you can't use them, but there are limitations.
