If a license was purchased in Kenya, can the license be used in Costa Rica?

I think so, but I do not know for sure.

This is not a Civil 3D specific question.

You would have better luck in the AutoCAD Purchase Questions and Answers forum.

There may be a Licensing forum, but I could not find it quickly.

You can always check with a reseller.
