I cannot open project setup - just-in-time (JIT) debugging not supported

Hi, I am leaning Autocad Plant 3D 2019. I try to open project setup but an error occurs (see attached photo).

In the details says that "Application does not support just-in-time (JIT) debugging. See the end of this message for details."

I have tried a previous solutions that I found like unchecking the debugging option in internet explorer with no succes.

Does anyone know to to solve this?

I am also having this same error when I enter the PROJECT SETUP>ISO. DWG SETTINGS>TITLE BLOCK AND DISPLAY
so now I cannot set my projects up correctly
