I have a single user monthly subscription. How can I change it to a network license so that I can install 2021 on both my laptop and desktop?

Welcome to Autodesk Community.
You need to have Multi-User license in your account first before you can do that.
If you already had it, you just need to change the activation type from the product itself.
Do take note, Multi-User License required you to setup Network License Manager.

You should be able to install on both your laptop and desktop, a single user license means only a named user can access the software, however you can install on multiple systems but can only run a single instance of the software at a time. A multi user license is meant for a team where not everyone needs access all the time which means the can only have as many instances of the products running as they have licenses.

Are you asking how to convert your subscription to that different license type? That would be the Autodesk Online store or the reseller
However you don't need too. You can install it on more than 1 device per your licensing agreement
You could do the following example:
Work PC
Travel PC / Device
Home PC / Device
Since you're on subscription you just have to do the SIGN IN activate. It will check the license on each start up
