HELP!!! SAVE ME!!! Cannot Open Civil 3D - Says "License Checkout Timed Out" (All Updates have been Applied)

For some reason, I cannot open Civil 3D. It gives me a message that says License heckout Timed Out. And there are only 2 options which are shown below. Can someone point me in the right direction to resolvre this as i am unable to work at this time.
