I have a education license for Maya 2014. But I don't have a 64 bit system. So I am looking to install latest 32 bit supported
version of Maya, The Maya 2013. But I don't have license for it. Can I get a free license for it?
I don't need to pay thousands of dollars for it. I am just learning.

Welcome to the community...
No it is not possible for you to use Maya 2013. All Autodesk 2013 versions have been retired and no longer support. Although if you have a commercial license with an active subscription, Autodesk would most likely grant you the use of the 2013 version. But for the free educational license this is not possible since you can only use what Autodesk supports.

You do have a 64-bit system. You just have a 32-bit OS. You can simply install a 64-bit version of your OS and then you will be all set. All CPUs have been 64-bit for the last decade. If you're running anything older than that, you wouldn't be able to run Maya anyway.
One you have your OS upgraded, go apply for a free educational license. Educational Licenses and eligibility are explained here:
