Civil 3D 2022 Error 1603 installation failure

I've been getting this all day long. I've gone through all the steps. Clean install, clean reinstall of the AdskLicense, install from the downloaded file from website. Install through my Autodesk App, install on my C Drive, then tried my D drive. Downloaded the Microsoft fixit tool which cleans corrupt registries. Restart PC etc etc.

Nothing works. I had the software already installed and working on my PC today, but since uninstalling it and trying to reinstall it after having problems using both the UKIE addon (kept getting some error saying problem with registry) and the new Project Explorer (error message saying I need to update Civil 3D) on Civil 3D 2022 I'm having this problem. How can I update Civil 3D 2022 if I can't even install it now?!

Any advice?

Error 1603 is a Windows error message meaning the install failed at some point. If you go to the Installation and Licensing forum. There's plenty there on solutions.

I already tried all the troubleshooting. Haven't got a clue why it won't fully install. Gets to 53% then reverses back to zero. One whole day wasted. I've uninstalled and deleted all C3D 2022 software and folders, fresh install. Thought that would work. Nope.

Did you look in the .LOG file to see where it's failing? Are you installing from a download or media? Just Civil 3D or part of the AEC Collection?

All the antivirus turned off?

dont try over Wifi,

are you logged on as administrator?

did the down load manager completely download?

@AllenJessup Installing from download. Like I said, tried through Autodesk downloads directly, through Autodesk App and through downloading the exe file and dragging onto desktop. Just Civil 3D. I'm not too bothered about Project Explorer, had a trial of that which expired. The reason initially for uninstalling it was UKIE addon had some sort of problem with registry.
The Event Viewer shows a
'Warning - CertificateServicesClient-AutoEnrollment - Event 64' - 'Certificate for local system with Thumbprint --------------- is about to expire or already expired'

Also system Warning of
'The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID
Windows.SecurityCenter.WscCloudBackupProvider
and APPID
Unavailable
to the user (MyPc-----------------------------------) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.'

I do not know what this means, and have absolutely no idea how to remedy it.

All the antivirus turned off? Just tried it set to off. Same issue. Normally have it set to on though (Windows 10 Security)

dont try over Wifi, No WiFi I'm connected via ethernet cable

are you logged on as administrator? Yes, personal computer

did the down load manager completely download? Yes

I used to get that error when we had the thumb drives...Wish I wrote down what the fix was...I think it was it a windows version of DirectX being incompatible... If I recall correctly updating that firs ended the 1603

@AllenJessup  Thanks. I've been going through this today. Still no luck. On the second link, the one with 26 steps, on step 25 he removes an 'account unknown' on the security tab. I cannot do this as it's greyed out.

.Net Framework version was the issue. I either had to get the latest or roll it back. that is the windows issue 1603. check the required .Net Framework and get from Microsoft

Update: nothing worked, appreciate all the help though. Went through all the troubleshooting. It is a system problem, not a problem itself with the software from my understanding, but it was taking far too long with no success.
Ended up doing a fresh install of Windows 10, then upgrading to Windows 11. Software now installed.
