The question was misunderstood. Projects on Revit (or AutoCAD) has a secure certified room where the computer must not be connected to the Internet for security reasons. The old licensing worked. Autodesk does not currently support this option. Or is it?

I assume what you're trying to get at is that computer is air-gapped. Unfortunately, this means you won't be able to activate since activation requires an active internet connection.
Initially, when you install the system and Autodesk software, it connects to the Internet, and then, when inserted into the room, it must be offline according to the security certificate. We have several of these customers. It can't be activated for only 30 days, that's not enough.

It is sad. Autodesk is slowly depleting options for their software. It is a pity that at least there is no network version where the license could be borrowed.
I would like to directly ask someone from autodesk if we could sell customers at least some special, more expensive version for offline operation.
To sum it up. Currently.
Autodesk does not offer to purchase a license that can be used offline for a year or two year.
