Cannot start start AutoCAD 2023 after installation, dialog box says License Manager is not functioning or is improperly installed. AutoCAD will shut down now.

I’m hoping someone at Autodesk/AutoCAD can resolve an issue with my installation of AutoCAD 2023.
I enrolled in an AutoCAD course with the University of Guelph in the spring of 2022. The course 310-1035 Computer Assisted Design I started on May 6, 2022.
Unfortunately, due to family matters I withdrew from the course on July 30, 2022. Subsequently the program was disabled, and I deleted the program from my computer.
Later, I enrolled with Ryerson University (now Toronto Metropolitan University) for the course CKAR 215 Computer-Aided Architectural Drawing using AutoCAD.
The course started Sept. 15th and provided a link to download AutoCAD. I downloaded the program but have not been able to start the program. A dialog box appears stating License Error.
The License Manager is not functioning or is improperly installed. AutoCAD will shut down now.
Also, I received a letter from Autodesk stating that my educational expires on May 6, 2023 which makes me think they assume I am still using the program I downloaded for the UofG course.
I would think with the new course from TMU the expiry date should be around Sept. 15, 2023 or thereabouts.
Note: I used a different email address for the TMU course don't know if that affects the process.
