Autodesk Eagle isn't starting | Can't see Flexnet Server on Services

Hi, my friend has a problem about Eagle, When he tries to open Eagle, splash screen comes but doesn't open.When we check services, we couldn't see Flexnet server as well.After this, we and installed Fusion 360 and reinstalled Eagle.

After this step Eagle started for just one time.And we have problem again couldn't fix it.How can we solve this ?
