I had 2019 on my computer, but had to uninstall and reinstall a different license. When I went back to download, I get to the wizard it says everything is installed already and won't download all the needed files. I have deleted all my files relating to autodesk on my computer, tried the different methods of installation, and using a different browser. Not sure what is going on and what I need to do. I will attach a photo of the point where I get to that shows I already have it installed.

I would recommend that you perform a clean uninstall per these instructions. Make sure to use Microsoft Fixit as indicated in that article.
