I hope you are doing well. This error usually means the location/file can not be accessed. Rather then trying to track this file down & likely running into another road block, I recommend starting fresh with the steps listed below:

On step #3 did you verify & log in as a full control Administrator?
Your Windows profile could be corrupt explaining as to why you can't access this file so try to Create a New User Profile (Full Control permissions)
