Revit 2020 is not creating user appdata folder

The first time I run Revit 2020, it is supposed to copy configuration files like Revit.ini from C:\ProgramData\Autodesk\RVT 2020\UserDataCache to %appdata%\Autodesk\Revit\Autodesk Revit 2020\.
However, in my deployments it is not working. Instead Revit creates the name, but the object is neither a file nor a folder. If I delete this object, and then re-open Revit 2020, it will copy the files and folder as expected.
I don't have this issue with any other Revit version deployment, i.e. I have not changed my methodology. Is the revit.ini file in the UserDataCache corrupt, or is there a permissions issue? Please advise.
