ReCap installation fails during initialization

Hello, I tried to install ReCap Pro ver. 2019. But the installation was failed. I tried stopping antivirus and/or firewall, sign in as administrator, cleaning temp file, rebooting computer, and trying with another computer. Nothing worked.

Every time I run webinstaller, it download the setup.exe normally. But when the installer window popped up automatically, something happen and trouble report window popped up. The installer window shows it is in "initialing".
