Random occurrences of "Licensing Error"

I have several users that will get this message (see attached) at random times while using Autodesk Vault Pro and Inventor (v2024). They can click "Quit" and continue to work, but it is annoying and not necessary.

I found this article and followed some of the steps in it, but have yet to resolve the issue. So far, I have :
- Reset the local login cache (using the instructions here for 2024 and newer applications).
- Updated the Autodesk Licensing Service via Autodesk Access (v15.5.0.13374).
- Updated the Identity Manager via Autodesk Access (v1.15.3.5).
- Updated the Single Sign-On Component via Autodesk Access (V14.1.3-202.x)
On thing the guide mentions is to use the Autodesk Licensing Support Tool to check the connections. When I do this, it shows these connections as failed. According to this page, none of these connections are necessary for licensing, so I don't think that is the issue.

Questions:
1. Are these connections necessary for licensing?
2. I don't think that its a firewall or 3rd party virus protection because this is on a company wide policy and I only have the problem for a few users.
3. Is there any other suggestions to track down this issue, because it is very annoying for the users?
